Mislabeled agency GitHub organizations

Describe the bug The wrong GitHub organizations are listed for the Department of Education and Department of Transportation on the Agencies page of code.gov.

To Reproduce

  1. Go to https://www.code.gov/agencies
  2. Scroll down to "Department of Education" and you'll see that the GitHub organizations listed there should be under USDOT.
  3. Scroll down to "Department of Transportation" and you'll see that the GitHub organizations listed there are duplicates of the ones under the "Department of State"

Expected behavior The organizations listed under each agency should be from the agency.
