FSR 2 ~ 2.2.1c ~ Changing quality options doesn"t do anything!?

i have just updated the plugin and engine, and no matter which Quality option i select it seems to use Quality setting.

Same issue here on UE5.2 2.2.1c, change r.FidelityFX.FSR2.QualityMode seems not to change the render resolution?

Looks like if using r.ScreenPercentage first, then r.FidelityFX.FSR2.QualityMode would not work
