[Feature] Allow execution with no mesh defined

What is the requested feature? GEOSX currently requires a mesh to be defined, even if running in a "meshless" mode (e.g. using the TriaxialDriver). The user needs to add a dummy mesh block to their XML.

Describe the solution you'd like Revisit the error checking for mesh allocation, allowing no mesh to be allocated in certain circumstances.
