Create batch job to update existing issues from funded to claimable

Expected behaviour

As a FR user, I would like to see when a request becomes claimable without interacting with the platform.

Details

Status of a request should be updated to claimable + notify the solver that he has funds that can be claimed. If the user is not on the FundRequest platform, add a comment to the issue/PR to notify the solver that he can claim the bounty
