[Bug]: Settings tooltips are cut off at the bottom

Describe the bug

On settings tooltips that reach the bottom of the panel, the text ends up getting cut off. This can be seen with all the tooltips for External Player, Hide Distractions's 'Hide Videos and Playlists containing text', Subscription's 'Fetch feeds from RSS' among others.

Expected Behavior

For the text to either continue past the border or for the tooltip to be moved up.
