Add TOC to right column that reacts to scrolling through the sections

Move the table of contents from the top of the page to the right column (which is currently empty). Keep table of contents static or hovering as page scrolls down or up. When user scrolls down/up page and crosses the threshold of different sections, include the ability for the TOC to bold the section header that user is scrolling through in the TOC.
