[Feature Request] Allow remote control of kbd_backlight

Description
Implement the raw_hid_receive function and allow control of the keyboard backlight value from the OS. See https://docs.qmk.fm/features/rawhid
This would allow a driver such as this one to expose the keyboard backlight in Linux. It would finally make it configurable in the GNOME quick settings and the Cosmic settings.
