Additional information
My Contacts are stored locally and are not shared with Google
I previously reported that as Issue #112 which was resolved and closed.
Maybe it's a coincidence, but I noticed this bug reappeared after I upgraded my phone to LOS 22.1.
My Contacts are stored locally and are not shared with Google
Does it mean you're using Phone storage (not visible by other apps)?
Also, while creating a group, in which storage have you created it?
No, contacts are visible to other apps.
It was working prior to my upgrade to LOS 22.1. Except for trying to debug the issue I have not created a new group. The groups existed, and had unique ring tones, before the LOS upgrade.

Have you tried to set ringtones for these groups once again? If it was working earlier, maybe during the system update they got removed.
Yes I have. As I described in the bug report, I tried to change the tone, but it remains on the default ring tone for the phone.

Can you try to create a new group (don't create it in Phone storage (not visible by other apps)) and set a ringtone? Does it work?
Just created a group in DEVICE and I could not change the ring tone.

- Set Ringtone
Are you using a File Manager for this or the system sounds app?
When I select the bell icon, in the Contacts app, a list of ring tones is displayed.

Wanted to provide an update. Just got a new phone, Pixel 9A, and I can't set group ringtones on the new phone. Ringtone remains the default from the phone Settings. Yes the groups, labels and contacts are stored to the device and not to my Google account.

Is it normal phone storage, or Phone storage (not visible by other apps)?
Also, on this new phone do you have a stock Android, or LineageOS?
The groups on my new phone are empty as I have not imported contacts yet.
As a test I just created a contact in not visible by other apps, added them to a group, and could not change the group ringtone.
I tried again with a normal phone storage contact with the same negative result.

UPDATE: I've discovered that the ringtone does change. However, after changing when I reselect the bell icon to confirm that ringtone the default ringtone shows as being selected.
Setting the ringtone works, but the indication of the change does not work.
When I select the bell icon, in the Contacts app, a list of ring tones is displayed. Setting the ringtone works, but the indication of the change does not work.
This makes sense now. The app isn't informing the system sounds dialog/screen about the changed group ringtone, thus the misleading default selection, especially when you have the system sounds picker set as default.
Even though it's a group, ringtones are applied on a per-contact basis, so the app will have to check all the group contacts before deciding what ringtone was set previously or fall back to the default ringtone (which is what's happening now, but unconditionally).
EDIT: This works correctly when editing individual contacts.
