Add WENO reconstruction into the computational cell

In the present version of WenOOF, the WENO reconstruction process can be realized only on the two cell interfaces (i-1/2, i+1/2); following the work done with WENO interpolation, this process can be extended to any point included between the two cell interfaces. Also in this case, a suitable strategy to avoid negative linear weights must be adopted.
