Create hashes for static assets

Currently, all the assets in the /static/* folders of the -docs repos are not being run through webpack. The build-static task is simply copying them to the build directory. If we run the assets through webpack, we’d get lovely hashes that would be cached forever. Is this a good idea? Is it doable?
