Translate docs

To support multi-lingual docs (specifically Chinese and Japanese), what are the requirements for our infrastructure? Is there a toggle on each page, or a list of languages in the footer that points to a different route? (e.g. /open-source/victory/en/docs/ ?)

@baer Do you have experience setting up infrastructure for translations? What have you learned/what do you think?

This is interesting, as most of the copy for these doc sites come from markdown files, which can be translated. I don't think there is too much "interface copy" that would need to be internationalized, right?

Whatever copy that is part of the interface could be stored in a json file as a reference with different keys per region. We could have a toggle in the header that controls which region we should use for the interface, as well as which doc file to serve. It probably would be a good idea update the route per language to provide context to the user through a URL.

I've worked with the react-intl package before for translations with good success.
