Still cannot disable Announcements

OwnNotes version 1.08

This was previously reported in issue 277

The issue persists. If I check "disable announcements" this does not disable them. There is an updated comment made after the issue was closed which provides a workaround, but not a fix.

yes i checked the config value and it is null
