Removing Both Arms Can Softlock The Game

When the game rule or config option is set so that cyber gear is not dropped after death (cyberware_keepCyberware), removing your arms becomes permanent soft-lock which prevents ever being able to replace them. Manual save-file editing, restoring, modification of a gamerule or config is required to be able to resume normal play.

Tested on Cyberware version 0.2.10

Steps to recreate:

1. /gamerule cyberware_keepCyberware true
2. Construct the Robosurgeon and surgery chamber
3. Remove left and right arms
4. Step into the chamber and initiate surgery
5. Use /kill on yourself or jump from high enough to die
6. Arms will not be restored

The game is now in an unwinnable and mostly unplayable state without manual modification to the save file to restore the arms, or admin/cheat privileges to change the gamerule.
