Sometimes you want to recover an Environment you have deleted

Describe the solution you'd like.

We currently do soft-deletes on Environments and the graph tree below that entity. We should surface this in the UI so Administrators can undelete Environments if needed.

I have noticed in your controller you don't have retrieveEnv , so will I be forced to create it or is the another means that I can achieve this @matthewelwell

am also planning to add it at the bottom of the sidebar, it will only become active when an environment is deleted here is a rough prototype obviously it will interchange between environment and environments as needed and will have a drop down
