Specific shortcut key stops working after a period of time

Summary

I originally set the shortcut key of "Open Taskbar flyout" to "Alt+Oemtilde" and it was working until one day it randomly stopped working even though the hotkey was still present. So, I cleared it to set it again but it no longer registered the "Oemtilde" after I held "Alt".

Then, I changed the hotkey to "CTRL+Oemtilde" instead and it is working fine until after a certain day, randomly it stops working and the same thing happens, hotkey is present, I try to reset it and find out that I can no longer set the same hotkey.

Finally, I change it back to the original "Alt+Oemtilde" and it works but It seems some day it will randomly stop working and I'll have to change it again.

Steps to reproduce

I have no idea, the issue just randomly appears out of nowhere.
