Global menu reflects titlebar overflow menu instead of Figma menu

Bug description When using a global menu the entries pull from the titlebar overflow menu. If possible it would make more sense for it to reflect the Figma menu, allowing access to "File" "Edit" etc.

Having the same on Fedora 41 + KDE Plasma 6.3.2, and the menu/nav is pretty unusable right now. This could be good to reflect Figma's menu with dropdown sub-entries.

Looks like it's the same issue as this one.
