Create FM shortcut file

This is not the same as "Play FM with AngelLoader"; this is something you'd set up from within the app (FM context menu) and then the shortcut file would start AL passing it the FM name with some switch to tell it to play it immediately. We'd re-add the pass-explicit-FM functionality for playing/refreshing (we have or had some partially implemented scaffolding for this already).
