Multiple hotkeys triggered at the same time

Describe the bug I have move left bound to win + shift + left and move focus left bound to win + left. Both are set to trigger without first pressing the activation hotkey. If i press win + shift +left both hotkeys trigger causing the window left of the currently focused window to get moved left and receive focus.

It seems like the issue is that hotkeys trigger even when additional modifier keys are pressed as the move focus left will trigger even if i press win + alt + left or win + ctrl + left.

To Reproduce Steps to reproduce the behavior:

1. Bind move left to wind + shift + left without activation hotkey.
2. Bind move focus left to wind + left without activation hotkey.
3. Place 3 windows in an horizontal panel in the order 1 2 3.
4. Focus the window 3.
5. Press win + shift + left.
6. Observe that the windows are now in the order 2 1 3 and focus is on window 2.

Expected behavior I expect the windows to end up in the order 1 3 2 with focus on remaining on window 3.
