Video/audio synchronization issues
Libretro, Windows 10, Intel i5-6500, AMD RX480, MSI G241 (144Hz FreeSync monitor)
When "Sync to Exact Content Framerate" is disabled in Retroarch, games run too fast - for example, in Burning Rangers, the tutorial dialogues get cut off because the game switches to the next camera angle before the dialogue finishes When it is enabled, I get audio crackling

Do you have vsync enabled ? My understanding is that if you have vsync enabled and "Sync to Exact Content Framerate" disabled, retroarch will try to run the content at the speed of your screen (144fps for you ?), which is obviously too fast.
When it is enabled, I get audio crackling
Audio crackling is a common symptom of performance issues.
I'd recommend displaying framerate through retroarch settings, to confirm the game is steadily running at the expected 60fps.
@barbudreadmon @FCare retroarch vsync respect the emulated system framerate in other cores so this is a issue with kronos also with freesync and sync to exact content framerate on kronos will not run at 100%/60fps, this cause slowdown and audio issue on a good system at default resolution
i set Prefer layered on DXGI Swapchain in the nvidia control panel and the core is now fullspeed and working fine on my end
