[Bug]: Buggy assist to upgrade

Describe the Bug

Replay #25364703, twice my mex double-upgraded to t3 even though the engis had orders after so it should of just upgraded and went to next build thing, not upgrade from t1->t2 and then t2->t3 I can understand if it was assisted multiple times or similiar, but they had orders afterwards and so it should have happened, first time its around 4:40-5:00

Reproduce the bug

No idea other than having assist to upgrade on, and assist a t1 mex and then have more things queued and wait. I think I had 2 engis assisting both times if that matters.
