The 'BuildOnLayerCaps' field should be removed from the blueprints of all mobile units

Apparently this field does nothing for mobile units. Unfortunately there might be features that use this value, so these might run into issues.

Correct Just tested with the blaze and commenting it out didn't affect anything. feel free to make this PR and I can Merge in the changes
