member_photos repo does not exist

Step 3 on the installation guide says to set the permissions for specific directories. All of the directories exist in the download repo, except for member_photos. I'm not sure if this directory is still used, and thus not sure if this line should be removed from the documentation or if the directory should be added to the repo.
