Hide plugin commands completely to normal players

Is your feature request related to a problem? Please describe. (not op-ed) Players are able to see all commands in tab completion.

Describe the solution you'd like Hide them by specifying the permissions in each of the command nodes in plugin.yml

This issue has been resolved and will be present in the upcoming release.
