Why bigint-typescript-definitions moved from DefinetelyTyped repository?

I'd like to download ts wrapper for BigInt from DefinetelyTyped (via typings install ...), but unfortunately its documentation says:

This code was detached from DefinitelyTyped to have repository unrestricted with community rules.

What kind of community rules does restrict your .d.ts?
