The following mobs can spawn with armor:

Zombie
    Baby Zombie
    Zombie Villager‌
        Baby Zombie Villager‌
    Husk
        Baby Husk
Skeleton
    Stray
Piglin

The following do not naturally spawn with armor, but they do pick up dropped armor on normal or hard difficulty:

Drowned
    Baby Drowned
Zombified Piglin
    Baby Zombified Piglin
Wither Skeleton
