Add German translation, correct translations list

I translated everything into German (I'm a native speaker), except for the Bylaws since that might have caused legal issues.

I also corrected the translations list: It listed multiple translations of the ESD that simply don't exist. Therefore, I changed the automatic Hugo list to a manual one.

Weird that the preview doesn't adopt baseof.de.html for the German translations. On my local machine, Hugo did use baseof.de.html.
