[Story] Right-click or double-tap makes a public waypoint in the world

In Fortnite, you can click and drop a waypoint marker for your party.

We want a similar functionality when you right-click. Show a marker. The marker will appear and glow for 3-5 seconds, but can be continuous updated by the user.

We only want one type of marker. For now, everyone will be able to see it all the time.
