Allow a certain amount of uses before command cooldown appears

Feature description

I'd like if we could specify a max amount of uses before the command cooldown comes into effect. For example, only allowing /repair to be used 5 times before a week cooldown shows.

How the feature is useful

Right now the cooldown config options only allows 1 use before a cooldown appears, not allowing much customisation on the server owner side. This new option allows users more uses, but can also allow a greater cooldown for any commands that offer greater benefit for players.
