Add ability to map time zone for date fields in source-target

In some scenarios for example when loading data into a feature service you may need to convert date fields with time in a local timezone to UTC. It would be useful to be able to specify the timezone of the date in the source and the timezone in the target and convert the date appropriate when appended.
