Zoom to point features (set zoom scale parameter for points)

Currently the app just pans to any point features. It will zoom to any polygon features based on the extent of the polygon, but it would be useful to be able to specify a zoom scale in the app config on ArcGIS Online if boundaries for the project are not yet defined and points are being used.
