Add ability to dislike a project or issue

Per feedback from sales team (while at Planning conference):

It would be helpful to have a thumbs up and a thumbs down choice…since people are just as likely to oppose a planning agenda item as they are to approve of it.

Consider adding the ability to like (current heart) and dislike features.

@ScottOppmann : Something similar came up at UC this year. I suggested not using the 'Vote' function at all and instead recommended using a drop-down list in the comments to provide a more elaborate set of choices.

Advantages of this are:

• ability to require name/contact info/etc with the 'vote'
• customized list of 'vote' options, for example 'Love it', 'Like it', 'Neutral', 'Dislike', 'Ugly'
• ability to compare the frequency of each reaction across stakeholders
• doesn't take up any extra real estate on a very small mobile view of the app.
