[feature request] display frametime out of target

currently, a lot of the useful information ovrdr shows is spread out across the window i use my headsets at a vareity of refresh rates and with varying reprojection settings, so my target fps and associate frametime are not easy to remember this makes comparing current frametime to the target take a bit of looking around

so, i suggest this: display the current net frametime out of the target frametime as a percentage somewhere

but maybe also graphically, as a bar like the manual resolution slider? [50--|---25-----200] ^1 ^2 ^3 ^4 1 being the current net frametime 2 being where the bar splits 3 being the percentage 4 being the target fps's frametime

it could even be color coded kinda like steamvr's gpu graph green for good, yellow when reprojecting, and red for dropping frames

I just don’t have time to work on OVRDR rn, too busy with studies, but perhaps someone can PR these anyways.
