Edits to add stats recommendations function pgextensions pr6035
@piano35-edb On rare occasions, using first person plural can stand (usually when referring to EDB) but generally we don't use first person in doc. I made a couple passive voice, which I don't think reduces clarity (though I'm happy to be proven wrong with a better alternative). In other cases, I made the actor Statistics Advisor. Please verify that's correct and approve this PR if otherwise all is good. (I made the first sentence of the function descriptions phrases for consistency with the rest of the topic.)
