Allow EBS encryption

It would be great if concourse-up would support EBS encryption (for persistent and potentially also for ephemeral disks)

Hello @mrbuk,

Our team can confirm that this was previously implemented but we didn't update the github issue. Please check your EBS volumes and confirm they are encrypted.

I just looked at this a little closer. There is no encryption on the director volumes. There is only encryption on ephemeral volumes for the web and workers - not on persistent.
