Add tooltips for suggestions

Ala https://github.com/Mojang/brigadier/issues/108#issuecomment-1002234336 Brigadier has support for tooltips for suggestions.

This is technically a feature of WorldEdit right now, if anyone is looking to implement this. I haven't moved our capabilities for bridging between the two frameworks into this repository yet.
