Tutorial 8.7 (timeslice constraints) - example figure doesn't abide by maximum timeslice constraints

I'm not yet sure what the source of the error is, but the figure at the bottom doesn't appear to abide by the maximum service constraints described in the text (unless I'm misunderstanding something).
