Cannot use INNER and OUTER ring modes at the same time

This would be extremely useful in games where you can both sprint and walk slowly. EG Minecraft : Bind inner ring to Sneak and outer ring to Sprint !

Uh, no it wasn't? There's still no option in 3.2.2 to use INNER and OUTER at the same time.
