🐞 Update ElectionGuard spec download links and badges to 1.1

Current Behavior

The current ElectionGuard badges and download links point to the 1.0 version and not the 1.1 versions which are the most up-to-date and thus preferred options.

Expected Behavior

We need to update each of these links to point to the appropriate places
