The use of "welcome" as an adjective is grammatically correct. The original use of the past participle "welcomed" might not be incorrect, but your suggestion certainly improves the sentence.

Technically, there might be different error in this sentence; the noun "kinds" is plural while the verb "is" is singular. A fix to this could be "all kinds of help...are welcome".
