🐞 ElectionGuard.Encryption.Cli fails on run (workaround available)

Is there an existing issue for this?

Current Behavior

ElectionGuard.Encryption.Cli fails to copy the CPP library on build. This must be done manually to allow the program to run.

Expected Behavior

library is copied into the bin folder of ElectionGuard.Encryption.Cli on build
