ECOM_DEV root category table already exists ERROR

I tested the extension on staging server and it worked fine. When I push it to live I get the error that ecomdev tables already exists. These tables reappear after being deleted. The strange thing is no setup is created in core_resource table. I have been losing sleep on this issue for a week. Working on Magento 1.9.01

This is happening only if you roll up a database dump of tables in extension, without maintaining core_resource versions.
