Define System Characteristics

As a user consuming OSCAL React Libraries, I would like to edit properties listed underneath system-characteristics to fit the policy I'm creating.

Acceptance Criteria

  • [ ] An editable field appears when selecting an edit icon, next to the characteristic.
  • [ ] Characteristics can be saved and cancelled, after editing the field.
  • [ ] A user has the ability to provide a valid link for system-information`.
  • [ ] Tests are added to test system characteristic edits.
