[Bug] My friend cannot teleport to my town but i made it public and allowed outsiders

Describe the bug

I opened my town, paid the gold but when my friend or anyone wants to tp to my town, it shows up a towny message saying "town spawn travel to towns allied with your nation is forbbiden", althou the nation of my friend nor the nation of the mod that checked it isnt an ally of the nation. Please help and fix it!

I though he would just tp to my town but we needed to walk from n spawn
