[Bug] Chest Shop Exploit, Stealing With Hoppers

Describe the bug
If you try to use a hoper on a chest shop, you would normally get a "This shop is locked" message. IF you spam click placing the hopper, it is still placed and the ability to steal from shops is possible again.
To Reproduce
Spam right click while holding a bunch of hoppers on an adjecent block under a chest shop that is not yours.
Expected behavior
You are not able to place hoppers under chest shops that don't belong to you.

I did a little bit of trolling with this one on my enemies. I gave the items back to their respective owners in a barrel in their n spawn after finding out that it is illegal and a mod advised me to return it.
