[Returning Feature] Re-enable McMMO Shaking skill

I'm always frustrated when plugins get a death blow by unnecessary nerf.

This has been the case, about 18 months ago, when enabling mobs to naturally spawn paved the way to nerf fishing and remove the McMMO skill of shaking. Its removal caused a lot of uproar from people like me that invested their precious time grinding fishing and alchemy to become fully autonomous in the production of Absorption pots to shake mobs without actually harming them.

Describe the solution you'd like

It would be nice to have Shaking re-enabled, now that fishing is receiving a lot of cool buffs we didn't have before.

With it enabled, the looting tables could be toned down to deliver the most rare loot at the lowest rate, while common loot could be vamped up. The McMMO Vanilla values are here: https://mcmmo.fandom.com/wiki/Fishing#Shake

I think it would be a good idea to bring back shaking, but the loot table for it definitely needs to be revised for higher level players. We don't want players to be able to spend hours farming endless drops which would net them a lot of gold. While they did grind to get to that level, it should not place them magnitudes ahead of the average player, otherwise the economy for those items sinks.

After modifying the fishing level tiers, I can take a look at this
