Foundry 2.1.0.1 is not compatible with TiCon 2.4 due to breaking changes in TiCon from 2.3. Try using Foundry 2.1.0.0 (which worked with TC 2.4 but was reverted in Foundry 2.1.0.1 to TC 2.3 which is the stable version), or use TiCon 2.3.
