unable to locate package nano

I'm new to this project. I installed only the cli of ubuntu, then tried to install many apps but get the same error: unable to locate package, so I tried to use nano to add repo but couldn't install it either.

Would all be great, and stuff, but currently after the initial installation, one gets the problem with one of keys for Kali Repos: "NO_PUBKEY ED444FF07D8D0BF6" (reason see under https://www.kali.org/blog/kali-linux-2018-1-release/) AS a result u can neither update, nor install the key(got binary absent) nor install nano, wget or other typical binaries. 😏
