What do you mean, maybe stat it more clearly or post some screenshots?

this also only happens on kali! in debian and ubuntu xfce4 works correctly. I was also able to set up xfce4 in arch.

the following is also weird: when I access kali the first time through vnc it doesn't show up the configuration-asking-dialog "only one panel" or "standard configuration" like it has a config already.. I can even replace if's xfce4-config with the one in ubuntu or debian.. but no difference: mkdir -p ~/Desktop/xfce-desktop-backup && mkdir -p ~/Desktop/xfce-desktop-backup/thunar && mkdir -p ~/Desktop/xfce-desktop-backup/xfce-settings && cp -R ~/.config/Thunar/ ~/ && cp -R ~/.config/xfce4/ ~/ && mv ~/xfce4 ~/Desktop/xfce-desktop-backup/xfce-settings && mv ~/Thunar ~/Desktop/xfce-desktop-backup/xfce-settings && tar -czvf xfce4-backup.tar.gz ~/Desktop/xfce-desktop-backup then I just upload/download/decrypt delete old files and move these on kali.. -> nothing changed..

xfwm4 is also actually running.. xfwm4 --replace results in the same outcome..

Did you solve this problem? I have the same exact problem with the latest install of Kali on my Raspberry Pi. Would love to know how you solved it.

The same problem exists for Mint 19.3 XFCE (only) when using VNC desktops (not main desktop).
Doesn't have problems in Ubuntu 18.4 XFCE VNC, on which Mint 19.3 is based. Odd situation.

Anyone have ideas?

Did you ever find a fix for this? I've got a headless server that's been running Mint for years with no problem. Just updated to Mint 19.3, and have the same issue as plu777 & the original poster above. Window decorations are missing, and the vnc session comes up with different panel/desktop settings & appearance than the default, physically-logged in session.

plu777's thread about the topic at xfce.org is here: https://forum.xfce.org/viewtopic.php?pid=56643

I never found a fix for it, othe rthan using an old version of xfce.. which is not acceptable for me. I still use xfce on my linux-desktop and I really love to use it for over 6 years now and never got a problem. As it also isn't working on raspberry pi's I think some of the arm-packages are just broken.

jus reopened, so people find this easier. but it's not a anlinux-issue. it's an issue with xfce itself.

Same problem, ubuntu 20.04 with xfce Solution: upgrade xfwm4 higher than xfwm4_4.14.1(default version)

# wget http://ports.ubuntu.com/ubuntu-ports/pool/universe/x/xfwm4/xfwm4_4.14.5-1_arm64.deb
# dpkg -i xfwm4_4.14.5-1_arm64.deb
