Annotation of SWEET ttl files

Decomposing #19, please add descriptions of the scope of the ontology to each of the SWEET .ttl files. For example, what is the scope of the content for http://sweetontology.net/human (see #137) or https://github.com/ESIPFed/sweet/blob/master/src/reprSciModel.ttl?

Hi folks, IMHO this will take some crowd sourcing again. @rduerr do you have an example to get us going in the right direction?

@lewismc not off the top of my head; mostly because I think in some cases the community will need to decide what the scope actually is. I can propose something for one of the cryo files for discussion at the next semantic harmonization telecon, which might be a way to jumpstart this.
