Improve support for making a new grid and mesh

A number of people have created scripts for making new grids, for CAM and other components. We should improve support for these scripts – making them available and clearly documenting the process.

In addition, better support / documentation for how to go from a SCRIP grid to a mesh (and anything else needed for introducing a new grid into the system).
